Sully County Rail Authority
In 2005, Civil Design Inc was contacted to provide design and administration services for a rail expansion in Onida, South Dakota. Oahe Grain Corporation and Harvest States Midwest Cooperative expressed interest in storing 75 rail cars at each facility. Preliminary design was completed to provide the required rail expansions. Following preliminary planning and estimating, the Sully County Rail Authority was developed with cooperation from both elevators. Funding was procured from the State Railroad Board. CDI continued to assist the elevators with platting and purchasing of land for the expansions.
The Sully County Rail Authority contracted CDI to provide design/build services. Final plans were completed in spring 2008. CDI obtained bids from various contractors. Two contractors were retained to complete the grading and railroad construction.
